COVID-19 Stringency Index New Codebook

COVID-19 Stringency Index NEW Codebook (as of July 1, 2021)

For each measure, we evaluate the level of stringency based on the coding scheme below. Each measure also includes a separate binary variable indicating whether the measure is applicable to the whole province (coded as 1) or just to some regions (coded as 0). This “flag” is then considered when calculating the overall stringency of a province’s response.

For more on how the Stringency Index is calculated see the methodology developed by the Oxford University’s COVID-19 Government Response Tracker.

While many Quebecers agree with the Legault government on Bill 21 and the use of the notwithstanding clause, the population remains largely divided and far from a consensus.
