Government COVID-19 policies codebook

Our codebook captures twelve measures within provinces’ control. For each measure, we evaluate the level of stringency based on the coding scheme below. Each measure also includes a separate binary variable indicating whether the measure is applicable to the whole province (coded as 1) or just to some regions (coded as 0). This “flag” is then taken into account when calculating the overall stringency of a province’s response.
